Depends. Schrodinger didn't believe so. He came up with the whole damn thing because he thought the Copenhagen interpretation of quantum mechanics was shenanigans, but Niels Bohr said 'wot?' because he never had in mind observer-induced collapse. Double shenanigans anyways because the Geiger-counter counts as a measurement, before actual dude-man observation upon opening the box takes place.
