That's Iowa. What is legal in another state can not be extrapolated to all states.
Also, just because something is legal, somewhere, now, doesn't mean it will remain that way. Case in point, gay marriage was banned in California. Then it was legalized. Then it was rescinded. Now it's legal again, and has remained so, but one never knows.
