It's more like, if the DEA is in danger of losing some funding because Obama says to defer to state law regarding dispensaries, somebody in the White House will secretly not let that happen. The DEA are just one of the many arms of government that likes to work in secret and get money funneled to them one way or the other. Because of bama's order to the DoJ, dispensary numbers skyrocketed, therefore giving the DEA more bait to garner funding and more targets to catch.
