They just have a thing about "keep boston out of providence", which has been going on forever (anal cunt vs. drop dead for example) so unless you are on a label and touring, you most likely are not playing there. I'm pretty sure the policy staes that they have to let every band from RI play there at least once, not that it's only RI bands. Something to do with the grants that they get from the state. Same reason you can't play cover songs there. Politics aside there are usually some awesome shows at as220.
