As long as there are enough bands for venues to participate in being bent over (Pay to Play), venues and promoters will continue doing it because it is the easier for them. In other words, if local bands are willing to do the work, let 'em. When they have burnt all their bridges with the pay to play, they'll have to change how they do business or risk going under.
