you can search for reverse cell lookup... at least there used to be sites for that. as long as it's not prepaid.

yeah, that's what i've been doing but it's only giving me a limited amount of info. just the cell carrier and location. i need a name and hopefully an address.

just do what the identity theft protection people tell you about. Call them and say your from their insurance or something, tell them that their mail has been returned and they have been trying to send info on the policy changes... or something like that.
