where i work i see examples of it all the time.
90 percent of the people who come into this office with letters for free birth certificates from welfare offices
1.have parents on welfare
2.were born to teen mothers
3.were born to unemployed parents
4.raised by people who have been on welfare for more than two decades and show no signs of interest in employment.

usually two or more of the above

i also think this treatment should be given to anyone who lives in this country longer than two years who still needs a translator and/or refuses to teach their kids english
