I think in the end scene, there is something pointing to the fact that it's Noah. Where I can see that he might in fact do this... I'm not sure that it's him. It looks to me like they are framing Noah, but really it's someone/thing completely different that we haven't seen yet. I think because if it was Mr. Bennet, Parkman would have just read his mind.

er... unless it's Mr. Bennet and the Haitian working together again, but if that were the case then Parkmen wouldn't have been able to get them to listen.

Or it's another case of the writers just forgetting to have people use their power in obvious situations, like Peter not phasing through the vault door.
