Stephanopolous didn't say anything because the only thing that Bush did wrong there was use the common phrase in a different context. He has never said "don't change tactics," and has talked repeatedly about how they've changed strategy in Iraq to achieve their goals. However, to liberals, this means that Bush never changes anything. That's what he was responding to, only now he used the phrase differently than it had been.
