I think the diaspora and the fact that Jews have been, for the most part, a "foreign" entity in their various places of residence for 2500+ years, has been a root cause of anti-Semitism. Additionally, the fact that the Jewish religion is based on ethnicity/tribalism certainly helped to cement Jews' position as outsiders amongst the varying ethnic groups around whom they settled.
