Ohio Revised Code Section 2950.02 expresses the determination of the Ohio General Assembly to provide the public with adequate notice and information about sex offenders, as a means of enhancing public safety. The Attorney General’s electronic Sex Offender Registry and Notification (eSORN) public and law enforcement websites are intended to supplement and complement individual county sheriff’s website information. O.R.C. 2950.13 requires that the public eSORN database contain information on every person convicted as an adult and registered in the state registry of sex offenders and child-victim offenders. A separate confidential law-enforcement database is required to contain additional information on these adult offenders, as well as information on persons adjudicated as delinquent children who are registered in the state registry. The individual county sheriff’s representatives are best situated to provide local sex offender and registration information. The technical exchange of information between county and state websites may account for a minor lag in posting of information from the local to the state website
